Not quite - it's two stoner super heroes. Bluntman and Chronic, superheroes created by Kevin Smith, as a fictional comic seen in Chasing Amy and Jay and Silent Bob Strike Back, and published as a real comic following the latter film.
Copies of Jay and Silent Bob's costumes of their alter egos are found at Jay and Silent Bob's Secret Stash in Los Angeles.
NOT found he got a contact high just being close to the display cases. *cough* *cough*
